The first decision is the Melbourne rental depot and the departure time you can actually use. Then come the coastal stages, one or two nights and vehicle return.
Lorne–Apollo Bay and Apollo Bay–Twelve Apostles are different stages. Published driving times exclude viewpoint stops and do not replace a current road check.
I would work backwards from the return deadline: final accommodation, chosen inland route, breaks, refuelling and depot. Only the time left belongs to an extra coastal stop.

Regional Tourism lists Lorne–Apollo Bay at about 45 minutes and Apollo Bay–Twelve Apostles at around 1 hour 15 minutes for 85.5 km. Both are driving baselines without visits or substantial breaks.
Which licence documents do I need?+
For a usual short visit, carry a current licence for the vehicle class; if it is not in English, also carry an English translation or an international driving permit in English. Check VicRoads eligibility and rental terms.
Which rental depot is better?+
Compare actual access, opening and return in the city or at the airport. An extra rental night or long transfer can outweigh a lower daily rate.
Are offline maps enough?+
They help on the road but do not show new closures. Check VicTraffic and VicEmergency before driving.
How should I plan the final day?+
Place return, refuelling and driving first. A Twelve Apostles sunset fits better with a nearby overnight than with a long Melbourne return afterwards.

Planning a rental car from Melbourne
Start the rental on the day you actually leave Melbourne. Compare airport and city pickup by access, opening hours and return logistics; a lower daily rate is less useful if it adds a rental day.
For a loop back to Melbourne, match return time to your final overnight stop. If you continue to Adelaide, compare a different return station and the total including any one-way fee.
Left-side driving context
Allow time at collection to set up the vehicle, mirrors and navigation. Keep the first drive clear of an immediately following fixed tour. Left-side driving needs deliberate attention after stops, at turns and in car parks.
For a usual short visit, VicRoads lists a current licence for the vehicle class and a stay under six months among the basic conditions; its page includes further exclusions. Carry the original. If it is not in English, also carry an English translation or an international driving permit in English. The permit does not replace the original. Check the rental supplier’s additional document requirements before booking.
Realistic travel times and fatigue
Great Ocean Road Regional Tourism gives baselines of about 45 minutes Lorne–Apollo Bay and 1 hour 15 minutes Apollo Bay–Twelve Apostles for 85.5 km. These are not visit windows. Add viewpoint stops, parking, breaks and current conditions. A lighthouse or Otways detour is not part of the same driving allowance.
Check VicTraffic and VicEmergency before each driving day, including the chosen inland return to Melbourne. Then save the route that can actually be used. A saved plan cannot show a closure added afterwards.
Fuel, parking and offline maps
Plan a fuel stop and enough time to reach the return depot. Use signed parking along the coast; a good view is not a reason to stop suddenly at the roadside. Save the accommodation, return depot, booking reference and rental documents locally and test access. Wildlife and low light
